IEEPA Duty Refund Requests Now Available Through U.S. Customs and Border Protection’s ACE Portal

Dear Valued Customer,

Importers and Brokers can now submit refund requests for duties imposed under the International Emergency Economic Powers Act (IEEPA). U.S. Customs and Border Protection (CBP) has activated a formal electronic refund request process through its Automated Commercial Environment (ACE) Portal, providing a structured pathway to recover applicable duty payments.

 

Eligibility Requirements – Phase One

At this time, CBP will only consider refund requests for entries that meet both of the following criteria:

1.  Unliquidated entries

2.  Entries fewer than 80 days past liquidation

 

Account & Payment Requirements

To participate in this program, please note the following requirements before submitting a request:

      ACE Portal Account: An active ACE Portal account linked to a U.S. bank account is required to submit a refund request. Click here to create an ACE Portal account.

      ACH Refund Account: All IEEPA refunds will be issued electronically via ACH only. Instructions for establishing your ACH refund account are available through CBP's ACE Portal. Click here to create an ACH refund account.

 

How To Prepare

When preparing your refund submission through the ACE Portal, please ensure the following:

      Include all applicable IEEPA tariff codes with your submission.

      Verify that all entry numbers are accurate prior to submission.

 

Once submitted, each request will be validated within ACE. Confirmation is issued only upon successful completion. CBP has advised that most approved refunds, including applicable interest, will be issued within 60 to 90 days following acceptance of a properly completed request.
